| Note: | The need for a new vision of learning in the Knowledge-based Society At the European Council in March 2000 in Lisbon, Europe set itself a strategic goal for the next decade "to become the most competitive and dynamic knowledge-based economy in the world capable of sustainable economic growth with more and better jobs and greater social cohesion". To achieve this ambitious goal, Heads of States and Government asked for "not only a radical transformation of the European economy, but also a challenging programme for the modernisation of social welfare and education systems".
